How UDOT Is Preparing for Future Growth in Utah

The state of Utah has experienced remarkable growth this century, with our population growing over 56% since 2000. Current studies project Utah’s population to double in the next 25 years, surpassing 5 million residents by 2050.

UDOT continues to grow and adapt to meet the evolving needs of all of Utah's transportation users. To help ensure UDOT remains prepared for Utah’s continued growth, the Utah State Legislature enacted 2026 S.B. 36, Transportation Commission Amendments, requiring UDOT to conduct an organizational study over the next several months and submit a report to the Legislature by November 1. This internal study will examine key opportunities and challenges that may shape the agency in the years ahead.

The study will focus on three primary areas:

The role and structure of the Transportation Commission, including how it may need to evolve to meet future needs—particularly in high-growth areas;
The organizational structure of the department, including considerations related to the number and geographic boundaries of UDOT’s regions; and
The qualifications and expectations for the position of UDOT Executive Director.

The goal of this approach is to be as thoughtful, inclusive, and aligned with UDOT’s mission and long-term priorities as possible.
